Division of Purchasing and General Services, Utah Department of Government Operations
The division is at 4315 S 2700 W, Floor 3, Taylorsville, Utah 84129, and an appointment is required to meet in person. It runs statewide contracts, the vendor registration and solicitation system, and general services. There is no veteran business certification office in Utah state government, so there is no separate certification contact. No veteran certification
Utah operates no veteran-owned or service-disabled veteran-owned business certification for state contracting.
No veteran preference
Part 10 of the Utah Procurement Code, the preferences part, covers only state products and resident contractors.
Federally funded work is carved out
The code contains an express exception for federally funded contracts, which disapplies the preferences where they would conflict with federal requirements.
The preference
What Part 10 contains
The preferences part of the Utah Procurement Code is made up of four sections: a title section, a reciprocal preference for providers of state products, a preference for resident contractors, and an exception for federally funded contracts. No section creates a preference, goal, set-aside, or tie-breaker for veteran-owned or service-disabled veteran-owned businesses.
- The reciprocal preference operates against bidders from states that give their own in-state bidders a preference.
- The resident contractor preference turns on Utah residency, not on ownership characteristics.
- Because there is no veteran preference, there is nothing to claim on a Utah bid and no form to file.
Finding opportunities
Register in the state system and watch solicitations
With no certification to chase, Utah comes down to registration and monitoring. The Division of Purchasing runs vendor registration and current solicitations through the state procurement system, publishes the statewide contract search, and provides vendor training and support resources.
- The statewide contract search is the fastest way to see which cooperative contracts already exist in your category and who holds them.
- Vendor training materials and usage reporting requirements for statewide contract holders are published on the division’s site.

Where a Utah veteran business owner should spend effort
Because the state offers no preference, the leverage for a Utah service-disabled veteran business is federal: the SBA Veteran Small Business Certification is free and is what federal buyers and prime contractors recognize. Utah’s own resident contractor preference is available on its own terms to any Utah-based bidder.
- The Utah Department of Veterans and Military Affairs publishes state benefits for veterans, but its programs are benefits and claims assistance rather than procurement certification.
- Confirm the content of Part 10 against the code itself before relying on it, since preference provisions sit in statute and can be amended.
What gets reported wrongly about Utah
- Utah appears on some aggregated lists as offering a veteran business preference. The Utah Procurement Code’s preferences part does not mention veterans, and there is no state certification program to enroll in.
- Utah’s reciprocal preference is sometimes mistaken for a general in-state preference. It only operates against bidders whose home state gives its own bidders a preference, and it is capped by the size of that other state’s preference.
- Do not confuse veterans’ benefits programs run by the Utah Department of Veterans and Military Affairs with procurement certification. The department handles claims, benefits, and military affairs, not supplier certification.
